Several different alarms exist for water backup systems

Dear Glenn: I am on the board of a condo association and we are having a problem with the water backup system. It has been in place since 1985 and when we lose power, the system starts to leak. Our co-owners' water bills are rising to the tune of $400-$500. We can't hear the water running. Are there any backup systems that let you know when water is running through them? Maybe they have some type of alarm or whistle.
